ACFFT brainstorm, calls for unity of purpose to curtail incessant activities at Port

Association of Concerned Freight Forwarders and Transporters (ACFFT) has urged members to form coalition and avoid bickering at each other in order to jointly resolve the ongoing incessant activities at Port Corridors.

The group which consist of Transport Owners, Freight forwarders, Association of Road Transport, among others affirmed that fighting a common cause will help jeopardize any hindrance of doing business easily at the Ports.

To them, "Injury to one is injury to all, for there is strength in unity. When they fight for a common interest and avoid fighting each other unnecessarily, the goal for their alliance will be achieved."

Speaking at a meeting jointly held on Thursday, November 29,2023, in Lagos, the group maintained that individual self interest aided the current systemic failure experienced at the port.

“Our inability to come together and fight for a common cause aided the systemic failure we are experiencing. With our various capacity and responsibilities, if we jointly refused to clear cargo, transporters will not have anything to convey within and outside the Port, the aftermath will be a massive congestion which will force government to intervene, address and yield to our call and also find a way to resolve the congestion problem. By doing this, we will not be frustrated out of business,” they said.

They see other problems such as security issues, loading charges, holding bay, customs increments, terminal operators, among other problems which confront them as secondary but resolved that united they stand divided they fall.

Speaking further, they called on government to regulate unions and associations as there are lots of irregularities emanating from the so called groups which affects the system.

“It is when we jointly achieve this that we can then ask of basic necessity to facilitate our business."

In their words, “It is a  well known fact that since the concessioning of the Port, the operators have incessantly extort us, business has not been favourable but when we jointly fight this cause we will achieve a desirable results.

"There are regulatory factors, maintenance fee, problem that is facing us now- the cost of diesel has skyrocketed. Between Abia and Maiduguri, someone posted on instablog that about three million naira and above is being charged, how do we resolve this. There is the issue of operational factors, that we faced too, we need to check our foundation problem too, let’s work together to achieve a common goal.

“We need to have a strong synergy so that we can resolve our issues, just as we did with MWUN, NATO, NAPTOP recently to achieve a common goal, we need to move along with the world that evolves and changes daily. We need to stand for each other. Let freight forwarders stand for truckers especially when customs seized their trucks. There was a case of a truck owner whose three trucks were auctioned for carrying illegal goods which he was not privy of. What if he did not have other means of survival, what would have happened to him. So there is need for us to strengthen our collaboration and stand for each other in order to achieve a common goal,” they maintained.

The Comptroller-General of the Nigeria Customs Service, Bashir Adewale Adeniyi MFR, has inaugurated new board members for the four Customs companies.

Speaking during the inauguration held at Customs Headquarters, Abuja on Thursday November 30, 2023, CGC Adeniyi highlighted the companies to include -Customs Service Technical & Hanger Services Limited, Nigeria Customs Service Training & Hotels Limited, Nigeria Customs Service Hospital Limited, and Nigeria Customs Broadcast Network Limited.

He explained that registering these companies constitutes part of the agenda to improve the well-being of Officers. "The registration of the companies that have been mentioned constitutes part of our agenda to improve Officers' welfare, as their role in revenue generation and the implementation of fiscal policies of the government and the economic prosperity of the country cannot be overemphasized," he added.

On the growing concerns as an object of business ranging from aviation services, hospitals, healthcare, and broadcasting services, the Customs CG noted that board members are drawn from the relevant departments.

He specified that Officers and the representatives from the Ministry of Finance have been well acquainted with managing the affairs of the companies.

He disclosed that NCS is taking a cue from other ministries and parastatals of government that successfully engage in these ventures and hopes that the newly inaugurated board will nurture the companies to be stable and profit-oriented.

He affirmed, "Nigeria Customs Services' Technical and Hanger Service Limited shall be chaired by ACG AO Alajogun, Nigeria Customs Service Training and Hotels Limited - chaired by ACG Dappa-Williams, Nigeria Customs Service Hospital Limited is headed by ACG Ibrahim Alfa, and Comptroller Kamal Muhammad to head Nigeria Customs Broadcasting Network Limited."

He acknowledged that representatives from the Ministry of Finance are Members and representatives from the Directorate of Legal Services serve as the Secretaries to the companies.

He further charged the board members to see to the effective management of these companies and be dogged in the discharge of their duties and responsibilities.

He said, "I wish to charge members of the boards of these different companies to see to the effective management of the companies and to be focused on discharging their duties and responsibilities. You are assured of my support and guidance at all times.”

KLT Command generates N48bn Revenue into Federal Government coffers

 ...Compt Tilley-Gyado harps on increase in trade facilitation, revenue generation

Customs Area Controller (CAC), Kirikiri Lighter Terminal Command (KLTC), Compt. Tilley-Gyado is gradually adding value to the face of the Command with her dedication to statutory duties, hard work and resilience in promoting trade facilitation, revenue generation for economic growth.

The Command under her watch  generated a whopping sum of forty eight billion naira only(N48billion revenue into the Federal Government coffers out of the alloted target of N62billion for 2023 fiscal year.
She did this within the short period she assumed duty as the Controller of the Command. 
Compt Tilley-Gyado is strengthening collaboration with all stakeholders, even as she is working assiduously to enhance trade facilitation for more revenue inflow for  government.
Speaking during a courtesy visit by Maritime Journalists Association of Nigeria (MAJAN), she said : "I believe strongly in team work and effective collaboration.
"Immediately I assumed office as the Area Controller, I embarked on working visits to all stakeholders, including shipping companies. I believe strongly in working synergy to help me achieve my own mandate of revenue generation".
She noted that the Command is now strategically positioned. 
"Boxes can go by barges to Alaba-International market, as well as the trade fair complex.
"We have sufficient space to work on. The Command has the capacity to accommodate up to 6,000 TEUs but at the moment, we don't have up to that number.

"In Kirikiri Lighter Terminal Command, we give priority to our statutory responsibilities at all times. Freight Agents and maritime traders can take delivery of their containers in 48 hours".

Aside the fact that she is highly skilled in Customs procedures, 
Compt Tilley-Gyado operates an open-door policy that makes it easier for freight agents and other stakeholders to approach her freely.
She is a Controller, who can stand up from her seat to solve problems brought to her attention by freight agents and her subordinates.

Our news inquest revealed that administrative bottlenecks and bureaucracy common in seeing some Area Controllers in other formations have no  place in KLTC, because Compt Tilley-Gyado believes in getting the work done at the right time. 


She is highly time conscious and very committed. Her humility in public office has endeared her to many stakeholders in the maritime industry.
She remains focused in doing her job, yet unassuming.

She is doing her best to reposition the Command for greater productivity going forward. Since she came on board, Compt Tilley-Gyado has worked tirelessly to assist new Terminals at KLTC in getting approvals. These include Beachline Consortium, Cimax Logistics and Skymarine terminal.

Through her commitments, the three terminals; Beachline Consortium has gotten probational approval, Cimax logistics has been granted  final approval and Skymarine terminal  has also been given final approval for operations at the port. These efforts by the CAC are geared towards enhancing trade facilitation and more revenue collection for economic sustainability.

In the same vein, the DC Revenue of KLTC, Mrs S.M. Wadinda extolled the virtues of Compt Tilley-Gyado, describing her as exemplary team leader, a goal-getter and competent administrator.

Mrs Wadinda explained that getting more containers at the Command will boost revenue collection for  the federation account.

Her words, "We wait on other ports to get containers by barges and transfers. Without the boxes, the revenue cannot match-up. 

"The CAC has done a lot and her efforts translated into increase in revenue collection on the N48billion we have realised so far. 

"It will interest you to know that we also have export terminal here at KLTC. The sea is just beside us. The Command is small but we are working hard to see how best we can increase revenue generation".

It could be recalled that before now the KLT Customs Command was seriously impeded by the traffic gridlock which blocked Vehicular movement in and out of the Command.

This shows that officers had only one choice, ride on bikes to get to the office with all the associated hazards but when Tilley-Gyado came on board, she hit the ground running by solving this puzzle with the collaboration with all Security Agencies managing traffic on that axis.
 The result is that officers and men of the  Command, Freight Forwarders as well as other visitors to the Command can now conveniently drive on one side of the lane into the KLT Command. This is one of the many reasons the KLT Command is witnessing a transformational revolution, championed by no other than  Compt.Tily Gyado

“Entitlements of Disengaged NNSL Seafarers must be settled before refloating new National Shipping Line”- Adeyanju

He called on government to consider the aged Seafarers before pushing further the idea of refloating Nigeria National Shipping Line.

President General, Maritime Workers Union of Nigeria(MWUN), Comrade Prince Adewale Adeyanju spoke on the proposal by the Minister of Marine and Blue Economy, Hon. Adegboyega Oyetola to Refloat the defunct Nigerian National Shipping Line, NNSL and agitated for the payment of entitlements and pensions of disengaged Seafarers of the liquidated NNSL.

Comrade (Prince) Adeyanju, made the agitation while giving his goodwill message at MARAN Annual Maritime Lecture (MAMAL 2023) organised by the Maritime Reporters Association of Nigeria (MARAN) held in Lagos on Wednesday.

The Comrade who commended MARAN for the initiative of bringing Maritime stakeholders together to brainstorm on issues that affect the sector, frowned at the Minister’s idea of floating a new Nigeria National Shipping Line without putting into consideration the aged Seafarers that were earlier disengaged.

He called on government to consider the aged Seafarers before pushing further the idea of refloating Nigeria National Shipping Line.

Speaking on the insecurity state of the Port, Comrade Adeyanju attributed the high spate of insecurity in the Port to non availability of adequate facilities and equipment needed by security agencies to man all Port Corridors.

He blamed the Federal Government for not empowering relevant agencies with necessary facilities to manage the affairs of securities in the ports.

“You hardly see our marine police with patrol boat, when the government don’t provide boat for them, how will there not be insecurity. Go to  area B or even within the ports here, there's no facilities for them to work. How do you expect the security to be managed. So we use this bill to tell the Inspector General of Police, the Nigerian Port Authority, all the labour stakeholders, among others, to encourage all the safety agents within the port by providing necessary facilities that will improve their efficiency.

“However on the creation of Marine and Blue Economy, my question still rally round what are the proposed plan towards achievements, we need to know it’s not about arranging meetings of stakeholders without any policy. There’s need for emphasis to be placed on it properly especially in enlightening the public on the project. I’m not saying it’s not a good idea, government need to train and retrain everyone involved in the Sector to understand the real tech marine and blue sector entails. This is to avoid a situation where some stakeholders are carried along with the latest intelligence but others looking as if they don’t belong to the Port.

On whether the Director General of Nigeria Maritime Administration and Safety Agency(NIMASA), Dr. Bashir Jamoh has been diligent and capable in running the affairs of NIMASA, Comrade Adeyanju opined that he has the capacity to deliver.

“He has the capacity to do that.  Government go, Government come. So you don't need to condemn one and leave one. Former DG of NIMASA, Temisan Omatseye was one of the finest DG that we have overtime and he did well and I remember praising him when I was talking about his will of transforming the dockworkers by way of giving them what we call a biometric ID card. He started it and then the new DG, Bashir Jamoh, improved upon it. Today, the Dockers in the port have gotten their biometric ID card that they can be identified with. These sets of people are dock workers. So he has all that. Saying whether NIMASA DG has the capacity to deliver is an understatement, I will say let all of us join hand and encourage the present DG for the betterment of the nation."
