Customs CG Warns Officers against Misuse of Firearms

The Ag. Comptroller-General of Customs, Bashir Adewale Adeniyi MFR, has cautioned  Officers and Men of the Service to apply tactical measures in dealing with citizens before using firearms.

The CGC passed the warning to the Senior Officers of the Service on Thursday, 27 July 2023, during the official declaration of a sensitization workshop on the practical implementation of the Nigeria Customs Service Act 2023 for Comptrollers and Assitant Legal Advisers at the Nigeria Customs Command and Staff College Gwagwalada, Abuja, saying that “the use of firearms could only be applied in extreme circumstances that require self-defence.”

“We must not, in any circumstance, use firearms – except we have an absolute necessity for using it. The citizens of this country are there for us to protect.” 

He emphasized that his core principles as the Comptroller-General of the Nigeria Customs Service is to protect the citizens and improve the efficiency of the Service through enhancing trade facilitation, staff welfare and suppressing smuggling.

He stressed that the core mandate of the Service is saving and protecting the lives and properties of Nigerians, adding that the bridge upon which NCS is built is to be just and honest to the citizens.

The Acting Comptroller-General of Customs has repeatedly emphasized that the new Nigeria Customs Service Act 2023 when properly implemented, will improve the proficiency of the Service.

He urged the Officers to pay attention to what they will be taught and clearly understand the importance of the legal framework provided for the Service, adding that “everything we do must be within that framework.”

According to him, the new law has abundantly granted enormous powers to the Nigeria Customs Service to carry out sanctions to discourage criminals that violate Customs laws, “but then, there are a lot of limitations and obligations that require us to exercise good strategies in implementing those powers. We need to create a better environment for trade facilitation and more friendly business and Port environments".

MMA Command Generates ₦38.7Bn Revenue, Siezes 25 Consignments in Six Months

Murtala Muhammed Airport command has recorded a revenue of Thirty Eight Billion, Seven hundred and seven million, Fifty four thousand, Two hundred and sixteen naira,forty four kobo (₦38,707, 054, 216.44k) from the period of January to June 2023, representing 79.6% of its annual revenue target. 

The revenue generated depicted a progressive difference of Three Billion, Eight Hundred and Fifty Two Million, Six Hundred and Forty Five Thousand, Eight Hundred and Sixty Five Naira, Fifty Four Kobo (₦3, 852, 645, 865.54k). 

This is an increase of 11% when compared to the revenue of Thirty Four Billion, Eight Fifty Four Million, Four Hundred and Eight Thousand, Three Hundred and Fifty Naira, Ninety Kobo. (34,854,408,350.90) generated in 2022.

Victor Ogagbor, Public Relations Officer of the Command, disclosed this in a statement released today adding that the feat was achieved under the leadership of the Customs Area Controller, Compt MS Yusuf.

To him, Compt Yusuf has continued to build on the achievements of the previous year both in the area of revenue generation and in anti-smuggling activities. 

"Following his resumption the CAC has continued to exhibit Standard best practices consequently aiding trade facilitation and ease of doing business which has significantly increased revenue generation," he said.

Ogagbor noted that the Command also made a remarkable success in the area of anti smuggling in the first half of 2023. 

According to him, "The Enforcement Unit of the Command coordinated several anti-smuggling activities in synergy with other critical stakeholders which led to the seizure of Fifteen (15) consignments made of Tramadol, Dried Shark Fins and Live Turtle with a DPV of Twenty Seven Billion, Seven Hundred and Fifty Eight Million, Thirteen Thousand, Nine Hundred Ninety Three Naira, Forty Seven Kobo (27, 758, 013, 993.47k). 

"Note that Shark Fin and Live Turtle are classified under endangered species. In the Spirit of inter-departmental cooperation the Command has handed over the packages of Tramadol to NDLEA. The Area Comptroller strived for the continuous cooperation of all stakeholders and reiterated the Command's promise to sustain and improve upon revenue generation in the second half of 2023," he said.

FRSC/NCS Reiterate Readiness for Immediate Integration of Information Database

As part of the vision to enhance national security and curb revenue loss, Federal Road Safety Corps (FRSC) and Nigeria Customs Service (NCS) have jointly commenced an intensive vehicle database integration of the two government agencies.

The productive collaboration was effected during the official visit of the Acting Comptroller General of Nigeria Customs Service, Bashir Adewale Adeniyi, to the Corps Marshal, Federal Road Safety Corps, Dauda Ali Biu, at the national headquarters of the Commission on Thursday.

Abdullahi Maiwada, National Public Relations Officer of NCS and Bisi Kazeem, Public Education Officer, FRSC, disclosed this in a statement jointly released and made available to Maritime Journalists. 

The statement read that the Acting Comptroller General emphasised on NSC's renewed commitment towards working together with the Corps in the area of human resource development, information and communication technology, as well as sports. 

He stated, among others, that a handshake and effective consolidation of existing vehicle information in the National Vehicle Identification Scheme database domiciled with the FRSC and vehicle database of the NCS will curb vehicle smuggling, improve revenue generation and enhance national security.

In response, Corps Marshal Dauda Ali Biu was said to applaud the Comptroller General's initiative, staying the handshake and data sharing would not only strengthen the bond between the two agencies but also positively impact the fight against the smuggling of vehicles.

Dauda Biu stated emphatically that the collaboration will also entrench ease of doing business as it will make tracking of vehicles without customs duty certificate very easy for the Corps at the point of registration.

He beckoned on CG Bashir Adewale to make enforcement of restriction of importation of vehicles whose ages are at the point of importation, above the specified legal age limit one of his key priorities. 

While decrying the dangers of using fairly used tyres, Biu also seeks enhanced enforcement of the ban on the importation of deadly tyres into the country.


NIMASA AND NAVY

NAVY Confirms Deployment of NIMASA Deep Blue Assets

The Nigerian Navy has confirmed that the assets acquired by the Nigerian Maritime Administration and Safety Agency (NIMASA) under the Integrated National Security and Waterways Protection Infrastructure, also known as the Deep Blue project have been deployed across the South West, Central and Eastern Zonal operations to enhance patrol of the Nigerian maritime domain. 

The Acting Fleet Commander, Western Naval Command and Commander Deep Blue Project, Commodore Victor Choji made the declaration, during a working visit by the Flag Officer Commanding (FOC), Western Naval Command, Rear Admiral Mohammed Abdullahi to the Management of NIMASA.

 He added that the Nigerian Navy under the leadership of the Chief of Naval Staff, Rear Admiral Emmanuel Ogalla is fully committed to the success of the Deep Blue Project.

During the interactive session, he said, “the assets have already been well deployed. As we speak, 5 armored vehicles are deployed in Port Harcourt and 3 in Bonny”.

Speaking further, he said the project team deployed 10 more vehicles there, in addition to a drone unit in Bonny and some personnel. He also hinted that during the last general elections in the country, the mere presence of deep blue assets alone in those locations provided the needed inference that was required. 

Choji also said that in the Central Zone Command, the Navy has deployed 3 units of special mission elements in brass and two of the interceptor boats with the special intervention force elements in central command. “In Lagos, just last week, we got a directive that there is a requirement and we are about to deploy 2 interceptor boats to support the operations that are ongoing in Lagos Inland waters. I can state categorically that we have the full backing of the Nigerian Navy for the success of the Deep Blue Project”.

On his part, the Director General of NIMASA, Dr Bashir Jamoh restated the agency’s commitment to a robust relationship with the Nigerian Navy towards the economic development of the country.

“I want to believe that the Agency and the Nigerian Navy have a lot in common to ensure safety and security in the nation’s waters. While the Nigerian Navy takes care of the kinetic operations, NIMASA concentrates on non-kinetic operations, and the two will have to go hand in hand if we must succeed. If you look at the Armed Forces Act, the Nigerian Navy has a role to play in ensuring the implementation and enforcement of the NIMASA and Customs & Excise Act”, he said. 

Jamoh expressed the desire of NIMASA to earn full value for funds invested and still investing in the operations of the Deep Blue Project. He also noted that the Agency is in constant liaison with the National Assembly to ensure an update of the nation’s maritime laws with particular reference to the Merchant Shipping Act to guarantee adequate punitive measures are in the law to deter criminalities on Nigerian waters.

While commending the Nigerian Navy for their efforts in tracking erring vessels, which switched off their Automatic Identification System, AIS in Nigerian waters, Dr Jamoh called for improved synergy amongst all organs of Government in the maritime sector. Particularly, the Nigerian Navy and the marine arm of the Nigerian Police to quickly tackle head on; pockets of recent criminalities in the Lagos anchorage and inland waters.

Earlier in his remarks, the FOC who reiterated that the Agency is his first point of call since he assumed duty as the FOC Western Naval Command, which underscores the importance the Nigerian Navy pays to her relationship with NIMASA.

“I am here in recognition of the support and cooperation the Navy enjoys with the Agency and we still have a long way to go in order to actualize the mandate of safeguarding the Nigerian maritime sector”, the FOC said.

He also used the opportunity to pledge the continuous support of the Command to the Agency, while they look forward to more cooperation in the coming years, for the overall good of the nation.



Nigeria, Republic of Benin Customs Sign Communique

Nigeria, Republic of Benin Customs Sign Communique to Promotes ECOWAS Trade Liberalization Scheme

As part of the vision to review friendship with the customs administration of Benin Republic and deepen collaborations in areas of common interest, the Ag. Comptroller General of Nigeria Customs, Bashir Adewale Adeniyi MFR, and Director General of the Customs Administration Benin Republic, Mr. Alain Hinkati have jointly signed a communique to promote Economic Community of West African States (ECOWAS) Trade Libralization Scheme.

The Ag. CGC and his delegation had earlier this week paid a working visit to the Republic of Benin where he signed the communique and was also taken through the processes and operations of Customs facilities at Cotonou.

During the visit, the two Customs Chiefs engaged with stakeholders from both countries and their concerns were identified and effectively considered. 

Notable among the issues discussed, is the request to review the possibilities of reopening the border, and that of administrative charges. 

According to Nigeria's Ag. CGC, the visit is to deepen collaborations in mutually positive areas.

He said, "The objective of the visit is for us to review friendship with the customs administration of Benin and also to deepen collaborations in areas of common interest". 

"I saw the attention that was given to the port of Cotonou, the progress that is being made in reducing clearance time, ensuring that there is no congestion at the Port and, more importantly, using technology to drive operations of the Customs Administration.

"The attempt which Benin Customs has done towards trade facilitation is something that Nigeria Customs will also be doing particularly to look at where we can use our processes to reduce the cost and time of doing business," CGC Adewale explained. 

However, the joint communique signed by the two delegations read as follows:

The continuation of efforts to promote the ECOWAS trade liberalization scheme and the facilitation of the movement of goods and community products in particular;

- Facilitation of the issue of Laisse passe for a short stay in one of the countries of means of transport registered in the other country;

- The removal of barriers and other obstacles to legitimate trade and the establishment of Customs units when the traffic justifies it;

- Strict compliance with transit rules;

- Harmonization of the list of products prohibited by the two countries;

- The rapid integration of Nigeria into the Interconnected System for the Management of Goods in Transit (SIGMAT), which already includes the Customs Administrations of Benin, Burkina Faso, Côte d'Ivoire, Ghana, Guinea, Mali, Niger, Senegal and Togo;

- Strengthening the fight against cross-border crime through cooperation, intelligence sharing and the pooling of resources;

- Holding meetings twice a year to discuss matters of common interest; 

- The reactivation of the joint committee for monitoring trade and transit relations;

- The revival of consultation frameworks of border customs units with the active participation of the private sector; 

- Promoting good relations with border populations, professionalism and tax compliance;

- Securing the international supply chain.

Meanwhile, the Ag. CGC and his delegation also visited the Nigerian Embassy and met with Ambassador Kayode Aluko, the Nigerian Ambassador to the Republic of Benin.

They also had a private meeting with the President of the Republic of Benin, his Excellency Mr. Patrice TALON, on Sunday, 23rd of July, expressing the desire to initiate a new turning point marked by close collaboration in all areas.

Despite the joint sanitation recently carried out by the Lagos State Government and the Nigerian Ports Authority (NPA) to destroy shanties and extortion points at Lagos Port Environment, the Council of Maritime Truck Unions and Associations (COMTUA) president has confirmed the continous persistence of vandalism on the same access road.

Mr Adeyinka Aroyewun, President of COMTUA, disclosed this during an interactive session with the Maritime journalists on Wednesday in Lagos, adding that it's association had lost 10 members in seven months to extortion and attacks along the port corridors, with 20 members sustaining injuries.

Aroyewun who pleaded with the Lagos State Government to ensure that the dead members get justice urged the State Government to evict thugs on the road as most of the destruction on members trucks were as a result of attacks by the louts.

He said that the association had made a lot of submissions on the issue with over 50 letters appealing to the government to weed these vandals off the road.

His words, "The level of damage on their trucks cannot be estimated because presently, they still vandalise trucks given that extortion points and places where the vandalism takes place have not been removed by government.

“We heard on the news and saw when the Nigerian Ports Authority in conjunction with the Lagos State Government claimed they had removed shanties in the guise of removing hoodlums and extortionists on the way.

“They concluded this on July 23, but as at today July 26, everything that they did had returned back, so we cannot estimate how much we have lost to vandalisation of our trucks.

“We can only say that we have lost 10 of our members to the cold hands of death this year and lot of our members numbering 20 had been seriously injured by these hoodlums."


Meanwhile, on the crisis rocking the association, Aroyewun declared that the association had not been dissolved as being speculated.

To him, “New members are coming in, so if some people feel that they don’t need to remain in the collaboration, some who see reasons to remain are there.

“We are reviewing our Memorandum of Understanding from time to time and so it’s not about the dissolving of COMTUA, the council has not been dissolved.

“To improve on this, we are forming new alliance with the Lagos State government, so there is freedom of association for everyone."

He added that the reason why the collaboration with COMTUA was created was not limited to traffic gridlock but for welfare of members and other unfolding issues in the industry.

“The word that it appears that the idea behind COMTUA is defeated is not correct, as it stands now, we are still faced with the difficulties of getting to the port at the appropriate time, it is still congested.

“The extortion that is still taking place online which is the electronic call-ups at the Truck Transit Park regime is still there.

“However, the beneficiaries of this failed policy are the ones we are seeing opting out of COMTUA. As much as some people are opting out of COMTUA, other members are coming in,” he said.

The Ag. Comptroller-General of Customs, Bashir Adewale Adeniyi MFR, on Tuesday, 25th July 2023, paid a courtesy visit to the Governor of Lagos State, Babajide Sanwo-Olu where he reiterated commitment to decongest Lagos ports, using a combination of public auction and transfer of some overtime containers to the Government Warehouse in Ikorodu, Lagos.

According to the Customs Boss, Lagos is strategic in the operations of the service as it controls 70 to 75 percent of the service's total revenue collection. 

He assured the Governor of the Services' commitment to operate within the framework of the law and supported his drive to make Lagos a mega city.

He said, "We followed your attempt; you made serious efforts to make Lagos a smart city. The least we can do as a responsible Agency of Government is complement your efforts in sustainable development.

"And in the very short time that I have been in Office, we started to review our various operations to ensure that they align with your vision of making Lagos work for Lagosians.

"We just secured a presidential approval to undertake decongestion at our ports, using a combination of public auction and transferring some of the containers to the Government Warehouse in Ikorod.

"I've visited all the facilities and very soon, while working with all the stakeholders, we will be able to kickstart this process and create the space necessary inside the port and around the premises of the port,"  he said.

While receiving his guests, Governor Sanwo-Olu congratulates the Ag. CGC on his appointment and pledged his commitment to continue to provide a good working environment for business to thrive. 

He hinted that approval for a Badagry port had been secured. 

"I want to assure you that Lagos and Lagosians will continue to give you that hospitality where business can thrive and Officers can do their work without fear or favour", he said. 

"I also need to inform you that there's an approval for a Badagry port. The whole idea is to build strategic infrastructure for our citizens; Lekki is on the eastern part, badagry is on the western part so that we can decongest Apapa and Tin-can that have stretched their capacity", he noted. 

"These are some of the things that will ensure that investments come in, that will ensure that businesses can move in and out and we can begin to compete with some of the biggest and nice ports that we see all around the world", he emphasized.

"I believe it's a collaborative effort. I equally believe it's a work in progress that can improve the turnaround all around the ports", he concluded.

Apapa Command Steps up Compliance through System Profiling, Manifest Tracking

.... Generates N502bn Revenue

Apapa Command of Nigeria Customs Service (NCS) has generated the sum of N502,987,516,219.26 revenue and made 16 seizures worth duty paid value of N1.4 billion from January till date. It also recorded the sum of ₦9.2bn revenue on July 20, 2023.

In a statement made available to juornalists by the Public Relations Officer of the Command, CSC Abubakar Usman, in Lagos today, the revenue collected was feasible due to continous strict enforcement and increased compliance of anti smuggling activities.

The Customs Area Controller of the Command, Comptroller Auwal Baba Muhammed, in the statement said the revenue and seizures were made as fallouts of increased compliance and therefore urged officers of the Command to redouble their efforts in revenue collection, trade facilitating and strict enforcement of anti smuggling activities

According to Auwal Baba, the command made a collection of N9.2b on July 20, 2023, saying the feat was the highest daily collection the Command ever achieved in its existence since the port was established. 

The seizures made by the command during this period comprised of prohibited drugs, used tyres, rice, vegetable oil, and sundry items. It also made a seizure of two pistols inside one groupage cargo. One suspect linked to this has been arrested, and the matter is undergoing investigation.

In the area of trade facilitation, the Controller said the Command achieved an increased level of compliance by importers, exporters, and their agents through deliberate system profiling and manifest tracking.

Under the CAC’s direct supervision, dedicated officers of the command are using the system profiling yardstick to gauge the integrity levels of importers and consignees.

This has helped in treating traders in line with their previous transaction records, which is reassuring that compliance pays through time saving and cost efficiency.

The Controller urged all port users to be complaint, for compliant traders are shielded from the risk of getting their consignments seized; imposition of penalties after demand notices and possible arrests for prosecution as the case may require.

"Non compliant traders spend more time and money paying for terminal space due to demurrage plus higher cost due to DN”s and penalties," he said.

Comptroller Mohammed has also raised the level of electronic manifest tracking to accelerate trade facilitation leveraging on available technology.

The CAC described this feat as a masterstroke in the journey towards trade facilitation and ease of doing business.

Meanwhile at a recent monthly meeting of Terminal/Unit Heads, Comptroller Mohammed exhorted all officers of the command to sustain and improve upon the level of discipline the command has been noted for under his watch.

He characterised discipline as the foundation of good work etiquette, such as punctuality, diligent application of Nigeria Customs Service Act (NCSA) 2023 and other noble virtues that align with the law.

He further stressed that Nigeria has high expectations of the NCS and that the service is looking up to Apapa Command for its highest collection.

Compt. AB Mohammed charged officers/men of the Command to use their knowledge of the job and the rules guiding the service to facilitate legitimate trade.

He said, ” As we facilitate trade for compliant traders, let’s be wary of the possibility of releasing uncustom goods in error or in the guise of facilitating trade

“I hereby charge you to do better in the second half of 2023 as the glory for the successes recorded in the first half belongs to all of us” the CAC said.

Nigeria, Benin Republic to leverage Digital Capturing of Informal Trade within Economic Bloc

The Acting Comptroller General of Customs, Bashir Adeniyi Adewale has identified preferential trade agreement; digital capturing of volume of informal trade existing between Nigeria and Benin Republic; inward looking of economic development model among others as strategic topics to be discussed at the meeting scheduled to hold with the Customs Administration of Benin Republic on Monday, July 24, 2023.

CGC Adewale gave the highlights on Friday, July 20, 2023, during his working visit to Seme Area Command and Seme-Krake Border communities, adding that the objective is to enhance mutual beneficial relationship between the two countries.

Accoding to him, "The meeting will address the issue of informal trade existing around the economic bloc which technological tools have captured in the trade statistics. There are so many Small Medium Enterprise programmes existing but not captured in the trade statistics and this present a distorted version of what occurs in our various countries. There is need for collaboration in order to capture the volume of informal trade that operate between our countries. We are seeking to build cooperation with the customs administration of Benin Republic, we will revisit all agreements earlier reached and see how element of technology will be brought into our operations.

"As we are are more farmiliar with Ecowas Trade Libralization Scheme (ETLS), which started over 30 years ago. We need to redefine our economic prosperity in the framework of the trade we conduct between ourselves. There is need for inward looking economic development model, which is what ETLS and African Continental Free Trade Area is all about. The drive is towards suspension of customs duty on goods that are traded within our economic bloc. Evolving economic model, preferential trade agreement among others are task that customs need to prepare for."

On Border Security, CGC Adewale charged other governmental security agencies to synergise with Customs Service, put aside grudges and collaborates with each other to promote National security.

He stressed the need to draw strength from the complementarity of the force operations and move beyond what only constitute revenue generation but should jointly curb all identified loopholes that creates threat to National Security, especially in area of streamlining existing multiple checkpoints.

To him, "All security agencies need to enhance the move to rationalise multiple checkpoints on the border which has become a national embarrasment. This must be achieved without compromising our national security. There is need to collectively find a way to review our operations in such a way that will strike a balance between enforcing the controls which all forces are statutorily mandated to do and facilitating legitimate trade for those who use the corridor."

Focusing  more on the support needed from the host community, the CGC went further saying that the full reopening of borders also depends largely on the cooperation of local communities with customs and other law enforcement agencies by providing intelligence and information that can help curtail insecurity and smuggling. 

The CGC opined that symbiotic relationship is needed to enhance trade facilitation and hasten the reopening of the borders. 

In his words, "National Security is a priority that should be treated by all and sundries, not just the duty of the security agencies. As we make life easier for business, let's make life and work of security agencies easier too. Help reinforce our national security by providing necessary intelligence needed to combat smuggling and insecurity. If the agencies can carry out their duties with accurate intelligence from the citizens, there will not be need for multiple checkpoints. I promise to engage other agencies on how we can streamline these checkpoints. 

"The borders were closed but not all were reopened. We have started discussions along the line. Policies that are aimed at enhancing national securities are supposed to be dynamic policies. At different times we will be reviewing them, which we've started doing and that was why some were reopened and others will still be opened as time goes by. But this will be subjected to a review as it depends on report received on how the community is adhesive to supporting the law enforcement agencies with intelligence reports on sight criminals," he declared. 

However, in his earlier address, the Area Controller of Seme Command, Dera Nnadi, appreciated the CGC and his team for their support on the success and welfare of the officers and men of the Command and used the medium to call the CGC's attention to some problems encountered at the border. 

He stressed that the facility at the border needs constant upgrading, the vehicle and truck parks need to be paved, likewise the floodlights need to be replaced.

Comptroller Nnadi also highlighted notable impacts the command has made so far, citing how the Command made headlines in the area of anti smuggling with the seizure of fake six million US dollars equivalent to two billion seven hundred million Naira (₦2.7bn) which is in addition to other notable seizures recorded between January and June 2023. 

Setting a revenue target of One Billion, Nine Hundred and Sixty Million Naira (1,960,000,000.00), Comptroller Nnadi disclosed that as at 20th of July 2023, the Command had generated a total of One Billion, Three Hundred and Twenty Million, Five Hundred and Eighty Two Thousand, Nine Hundred and Thirty Seven Naira, Fifty Seven kobo (₦1,320,582,937.57k), representing 67% of the said target. 

"In comparison, the Command collected Nine Hundred and Seventeen Million, Seven Hundred and Eighty Eight Thousand, Three Hundred and Twenty Nine Naira, Twenty Eight kobo (₦917,788,329.28k). During the corresponding year. 

"Other seizures from January to June period, included 6,569 bags of foreign parboiled rice valued at over Two Hundred and Fifteen Million, Nine Hundred and Seven Thousand, One Hundred and Seventy-One Naira (N215,907,171.00) and petroleum products equivalent to 12 petroleum tankers with a value of Six Hundred and Eighty Million, Two Hundred and Sixty-Three Thousand, Two Hundred and Seventy-One Naira (N680,263,271.00) only. The total duty paid value (DPV) of all seized items in this period amounted to One Billion, Fifteen Million, and One Hundred and Seventy-Three Thousand, Five Hundred and Eighty-Seven Naira (N1,015,173,587.00) only," he said. 

Comptroller Nnadi added that the Command has also invested so much in trade facilitation and has been at the forefront of dismantling trade barriers. 

Also speaking, the Chairman, Badagry West Local Government, Hon. Joseph Gbenu expressed satisfaction on the assurances given by the Customs Comptroller-General, st that the border community has enjoyed robust collaboration and support since the appointment of Comptroller Dera Nnadi, as the Area Controller of Seme Command.


Hon. Gbenu commended NCS for the Corporate Social Responsibilities (CSR) projects in different parts of Badagry environs, and also guaranteed increased stakeholder/ border communities’ partnership with Customs and other security agencies at the border axis.


Mr Onyekachi Ojinma, the Chairman, Association of Nigerian Licensed Customs Agents (ANLCA) Seme Chapter, on his part, used the medium to urge President Bola Tinubu to help put in place favorable policies around border which will help enhance business environment for business and services operators. 



The Customs CG and his team who earlier visited the Akran of Badagry, Aholu Lehi Toyi to receive royal blessings were welcomed at the Seme Area Command with a large crowd of different Royal fathers, stakeholders, representatives from sisters Agencies, representatives of Customs Krake, Federal Republic of Benin, Community leaders as well as performing dancing troops, who defied the rain to grace his visit.




CGC Visits Ikorodu Govt Warehouse

 Ag. Customs CG, Adewale Adeniyi Assures Positive Measures to manage Loopholes at Ikorodu Government Warehouse

The Acting Comptroller-General of Customs, Bashir Adewale Adeniyi MFR, who began his Maiden Visit to Zone 'A' on the 16th of June, 2023 has guaranteed terminal operators in charge of Ikorodu Government House positive measures to be adopted inorder to help manage problems faced by the operators.

CGC Adewale gave the assurance during a working visit to Ikorodu Government Warehouse, Lagos on Thursday, July 20th, 2023.

While on the visit, the  Ag. CGC was received by the officer in charge of the warehouse, Deputy Comptroller Willy Ukpabio, representatives of the Nigerian Port Authority and other Terminal Operators.

Operatives of the Lagos Industrial Command headed by Comptroller Queen Ogbudu, as well as excise stakeholders, also welcomed the Acting CGC Adewale Adeniyi to the Command.

After listening to all queries at the Warehouse, which include waterlogged areas disrupting the provision of good service, ceding out part of the Warehouse to private bonded terminals, among others, the Ag. CGC assured the host operators of positive measures to manage the problems. 

However, in an interactive session  with the inquisitive stakeholders present at the venue, who had many questions on the new excise duties, commended the Lagos Industrial Command for their revenue drive and enjoined the stakeholders to have excellen understanding of their framework.



"I want to start by saluting your efforts; I am proud of your step because of the increased revenue. I want to ask you to be more passionate about your job and infect others with a passion for optimal service delivery. "

"I assure you that there will be more openness. If there is a need to have a better-organised forum for good service delivery, we won't hesitate to do so. I want the stakeholders to know that for every responsibility, there is an obligation, and that is for us to have an excellent understanding of our legal framework, he said.

Customs Chief Visit Lekki Port

 Customs Chief Visits Lekki Port, Environs, Tasks Officers on Integrity and Transparency

The Ag. Comptroller General of Customs, Bashir Adewale Adeniyi MFR, has tasked Customs officers at Lekki Port to be diligent in the discharge of their duties especially when dealing with Lekki Port investors. 

CGC Bashir made this call while on a familiarization visit to Lekki Port and Environs on Wednesday, 20th July 2023, stating that officers should endeavor to collaborate with investors and should also cultivate integrity and transparency. 

According to him, "In service provision, we must ensure we are at our best in service delivery. I will also encourage you to collaborate with our investors, support those that are compliant, report and apply sanctions to those that are not. 

"Our officers must cultivate a high sense of integrity and transparency in what you do." 

The Ag. CGC kicked off with the Lagos Free Trade Zone Area Command, where he was received by the Area Controller, Dorathy Yisa-Omogbehin. 

In his remarks, he emphasized that the free zone concept promises the country many benefits.


"The concept of free zone promises the country many benefits, in terms of foreign investment, provision of jobs, creating foreign exchange and of course transfer of skills and technology to Nigeria," he said. 

On her part, the Customs Area Controller, Comptroller Dorathy Yisa-Omogbehin, appreciated the CGC's visit and narrated the negative and positive ordeal experienced at the Lekki Port. 

Despite the lack of accommodation problems faced by the Command, the Command was able to generate over N27billion this year so far.

To her, "The most challenging thing is accommodation, we have a lot of work to do here, but we lack accommodation. We have to send some of our officers to town. If we must do our work well, the officers must be around. 

"And in terms of revenue, this year, we have generated N27.5 billion, we have also issued demand notice, and our intervention stands at N1. 2 billion this year,

The warmth reception received by the Ag. CGC was not limited to the Port Command alone, the Chief Executive Officers and management of the headquarters of the Lagos Free Zone, Lekki Port and Lekki free zone development company, as well as representatives of sister agencies and stakeholders also eulogize his presence.

The CGC assured of the services' support to facilitate and boost trade in Nigeria while also urging partner agencies with customs to portray the concept of the free trade zone. 

"As a responsible agency of government, we want to pledge our support and as a deliberate strategy, I want to let you know that I will be open to regular dialogue with you so that those prayers you talked about, we will be able to surmount them", he said. 

"There is still a lot of misunderstanding about the operation and concept of the free trade zone in Nigeria, so you do have the responsibility to promote a better understanding, not just customs but also agencies of government that are involved in the administration and management", he added. 

The Ag. CGC ended the day's activities with a tour of the Dangote Refinery.

IMO Elects Arsenio

 IMO Elects Arsenio Antonio of Panama as New Secretary General

The International Maritime Organization (IMO) has elected Arsenio Antonio Dominguez Velasco of the Republic of Panama as its next Secretary General.

He emerged winner among the seven nominees nominated for the election of the new IMO Secretary General. Other contenders are -Moin Uddin Ahmed of Bangladesh, Suat Hayri Aka of Turkey, Cleopatra Doumbia-Henry of Dominica, Nancy Karigithu of Kenya, Minna Kivimäki of Finland, and Zhang Xiaojie of China.

The new Secretary General of the IMO will be saddled with the responsibility of steering the industry's efforts towards sustainability, environmental stewardship, and the reduction of greenhouse gas emissions in the shipping sector. Kitack Lim, the outgoing Secretary-General's successor will play a vital role in shaping the future work of the IMO for the next two years and beyond.


CGC Dissolves Strike Force Teams


CGC Adeniyi Dissolves Strike Force Teams Across Zones in the Country

The Acting Comptroller General of Customs (CGC), Adewale Adeniyi, has officially approved the immediate dissolution of the CGC’s Strike Force Teams across the Zones in the Country. 

This was contained in a circular dated 17th June, signed by Deputy Comptroller General in charge of Enforcement, Investigation, and Inspection (E, I& I), Abba Kura. 

In the circular, all officers previously assigned to the Strike Force Teams have been directed to return to their respective Area Commands or Units from which they were drawn.The Strike Force Team Coordinators in zones A, B, C, and the headquarters have been saddled with ensuring that all arms and ammunition are properly handed over to their respective Area Commands, Units, or Headquarters.

As part of the dissolution process, the Customs boss also mandated the handover of operational vehicles to the Controllers of the Federal Operation Units (FOU), with necessary returns to be forwarded to Headquarters. 

He instructed the Coordinator of Headquarters Strike Force Team to retire operational vehicles from his team to the Comptroller Transport & Logistics. 

The circular further reads that all records of detentions, seizures, cases in court and any other vital record/ information are to be handed to Controller FOUs across the Zones. 

"Coordinator of Headquarters Strike Force Team is required to retire all records under his custody to the office of Deputy Comptroller General in charge of Enforcement, Investigation, and Inspection (E, I&I)," it reads.

While commending the Strike Force Teams for the services rendered, the CGC called for strict compliance with immediate effect of the dissolution.

NPA Projects Over 500bn Revenue by year end 2023

... Generates N191.4bn revenue, remits N55.7bn to Consolidated Revenue Fund (CRF) in Six months

The Nigerian Ports Authority (NPA) has generated a total revenue of N191, 430,093,501.00 (One hundred and ninety-one billion, four hundred and thirty million, ninety-three thousand and five hundred and one naira only) from its operations in the first half of 2023 and also remitted N55,712, 565, 027.46 (Fifty-five billion, seven hundred and twelve million, five hundred and sixty-five thousand, twenty-seven naira and forty-six kobo only) to the Consolidated Revenue Fund (CRF) of the Federation.

This was disclosed in the half-year 2023 performance reports released by the authority's Managing Director and Chief Executive Officer, Mohammed Bello Koko.

Bello Koko attributed the revenue hike to existential economic headwinds both at the micro and macro levels, saying the operational statistics for the first six months were reassuring, and also catalyzed the commendable remittances to the Consolidated Revenue Fund (CRF) of the Federal Government thus far.

He further projected revenue of over 500bn (Half a trillion) Revenue by Year End 2023, Going by the Current Momentum and the Recurrent Trend of Shipping Volumes Peaking from July to December. 

According to him: “viewed within the context of current global economic upheavals which have affected trade volumes in all climes, our current growth trajectory is encouraging and gives us confidence to project a revenue growth of over 500 billion with concomitant increase in remittance to CRF by end-of-year 2023, given that shipping activities peak around the second half of the year’’

“The smart policy thrust of the new administration which is already throwing up new vistas of growth further lends credence to the feasibility of our projections and gives fillip to our organizational initiatives.”

Koko added that "the operationalization of Lekki Deep Seaport, expected restoration of the service boat management contract, digitalisation and intensified tightening of collections mechanisms buoys our confidence at meeting and indeed exceeding the revenue projections".

"The Authority has completed operations on a total number of one thousand eight hundred and fifty-one (1851) vessels for the 1st half of 2023 with a combined Gross Registered Tonnage (GRT) of fifty-seven million, eight hundred and seventy thousand and eighty-three (57,870,083). Cargo throughput for the period under review stood at 33,895,784 metric tonnes, whilst container traffic was 707,985 TEUs (Twenty-foot Equivalent Units).


A key indicator of port efficiency which is the average turn-around-time (TAT) of vessels, stood at 5.16days. “This is an improvement and we have put measures in place to surpass in the second half of 2023” says Mohammed Bello Koko.

Speaking further, Bello Koko said "we are poised to transform our projections to actualities. The remaining half of the year 2023 will be focused on finalising financing arrangements for our port rehabilitation drive, conclusion of all digitalisations geared towards improvement of efficiency and collaboration with landlocked neighbouring countries like Niger and Chad with whom we have already opened discussions to patronize our ports as hubs for transshipment cargo".

The NPA boss concluded the report by remarking that “as a management team, we remain unwavering in our resolve to continuously improving on service excellence, blocking avenues of income leakages, curbing waste and tightening collection mechanisms in a bid to surpass stakeholders’ expectations and support the national economy”.

NCS Restrategises Operations, Says least FINE for Simple Infractions is N5m and above

The Nigeria Customs Service, NCS has intercepted a total of thirty-one (31) rifles and ammunition concealed in plastic drums and sacks of charcoal within the first two weeks of July 2023.

The Ag. Comptroller General of the Service, Bashir Adewale Adeniyi MFR, disclosed this at a press briefing held at the Federal Operations Unit, FOU, Zone A of the Nigeria Customs Service, NCS, Ikeja, Lagos on Monday, 17th July 2023. 

Comptroller Bashir stated that the Customs Intelligence Unit (CIU) in a joint operation with the Nigeria Police, Department of State Security, DSS and the National Drug Law Enforcement Agency, NDLEA, while carrying out a 100% examination of a 1x40ft container on the 5th of July, 2023 at the Ports & Terminal Multiservices Limited, uncovered ten (10) dangerous arms and ammunition concealed inside a plastic drum.

The siezed items includes Three (3) new Pump Action Rifles and one new unit of an armed Rifle, Six (6) new different types of pistols including one new millennium G2 pistol; one (1) new sarsilmaz SAR-9X pistol; one (1) new Lugger Security-9 pistol; one (1) new Taurus Banbridge G3C pistol; one new SCCY CPX-2 pistol, and one (1) new Taurus (63 pistol). Others include fourteen (14) empty magazines and 442 rounds of live ammunition.

Comptroller Bashir also disclosed that the two suspects in connection with the seizure have been arrested.

His words, "The clearing agent, Mr Shokunbi Olanrewaju of Shooler Global International Limited and Mr Joseph Nwadiodor, who was expected to take delivery of the Container, are currently detained as suspects in connection with the seizure.

In a related development, the Tincan Island Port Command of the Service, while acting on credible intelligence has also subjected a 1x40ft container to 100% physical examination with the relevant security Agencies at the ports within the same period.

According to the Ag. CGC, the physical examination uncovered 18 arms, packets of cartridges and rounds of live ammunition inside plastic drums.

"6 different makes of pistols namely: two (2) Sar9 Sarsilmarz Pistols; one (1) Ruger American Pistol and three (3) Taurus G3c – Bainbridge Pistols); Twelve (12) different makes of riffles namely; five (5) Rz17hd Rifles; one (1) Gamo Rifle, five (5) Pump Action Rifles and one (1) Rz17 Tactical Rifle); Ten (10) packets of cartridges; Two (2) packets of 9mm ammunition; One hundred (100) rounds of 9mm Winchester ammunition. One (1) carton of Frontier cartridges and Two (2) packets of Buckshot ammunition.

“Again, during a routine Patrol along Owode/Ajilete Axis of Ogun State by Officers of the Joint Border Patrol Team Sector 2, on Wednesday 12 July 2023, intercepted an unregistered Toyota Camry loaded with six sacks of charcoal, which was used to conceal three (3) pump action riffles with 174 live cartridges". The Customs Chief revealed. 

“The driver of the vehicle who knew the content he was conveying vis-a-vis the attendant consequences of his action before the law; jumped into the bush and escaped arrest". He noted. 

"Investigation into the seizures is inconclusive. The outcome of our investigations together with the seizures will be handed over to the appropriate authorities for further investigation and prosecution". He added. 

He reiterated the services' resolve to tackle the economic and security menace caused by recalcitrant traders. 

“Let me state at this point that the Service has re-strategized its operations, while our Officers have raised their levels of professionalism, we have re-injected new tactics to tackle the economic and security menace caused by recalcitrant importers and their agents. The Services' human resources and logistics are collectively harnessed to combat and prevent economic sabotage”, he said.


However, while fielding questions with journalists on punishment awaiting the arrested ones, the Customs Chief stated that the least fine for simple infractions(An infraction is the least serious offense in our criminal justice system) ranges from #5million upward and the Offence is high but will be subjected to periodic review. 

He implored importers and agents to be patriotic by making sincere declarations, and be properly guided by the import/export prohibition lists, while also urging the public to see security as a collective responsibility. 

“We will appreciate information of illegal importation and cross-border movement of dangerous weapons used to create mayhem in our nation”, he maintained.
