Acting Customs CG Pledges to Enhance Community Relations Strategies

...as Senate President Set up Committee to Investigate Customs Community Relationship in Katsina Axis

Just as the Senate President, Senator Godswill Akpabio setup ad-hoc committee to investigate the intrigues behind the incessant attacks unleashed on the patrol teams of Kebbi and Katsina Area Commands of the Nigeria Customs Service(NCS) which led to the death of two officers and left one in serious injury, Ag. Comptroller-General of Nigeria Customs Service, Bashir Adewale Adeniyi MFR, has pledged to prioritize community relations in border areas. 
Senator Godswill Akpabio had earlier set up a 7-man ad-hoc Committee during plenary session after Abdulaziz Yar’adua (APC, Katsina Central) moved a motion to study Customs Community relationship in Katsina axis, and also assigned Francis Fadahunsi (PDP, Osun Central), a retired Assistant Comptroller-General Customs to chair the committee.
While on a courtesy visit to the Ag. Comptroller-General of Nigeria Customs Service, Bashir Adewale Adeniyi MFR, at the Service headquarter in Abuja,  on Tuesday, 29 August 2023, the committee on Customs and Excise, led by Senator Francis Ade Fadahunsi MFR, relayed their findings to the CGC by submitting a progress report on their fact-finding mission.

In response, the Ag. CGC welcomed their show of commitment to helping Customs enhance its policy of improving border relationship and maintained that the Service, under his leadership, will continue to prioritize community relations in border areas to re-smoothen the discharge of the Service's constitutional mandates. 
His words, “We can't afford to antagonize any member of our host community. Because at the end of the day, what use is the facilitation of trade and the revenue we are generating if the communities are dead? So whatever we do, we do it in the interest of the community; that's the community that we're serving.”
He said that the Nigeria Customs Service will soon implement a new pattern of community engagement with Nigerians through initiating strategic corporate social responsibility programmes, which, according to him, will prioritize their social stability, welfare and well-being in all ramifications.
The Customs Boss, who recalled how the Service has been sustaining a Secondary School in Idiroko for nearly three decades now, said, “In terms of being responsive to the needs of citizens, we will be requesting the kind support and understanding of the National Assembly to carry out such meaningful projects and reserve some slots of employment to the members of our host communities.”
The Ag. Comptroller-General of Customs, Bashir Adewale Adeniyi MFR, had often urged community members to see customs operatives as fellow Nigerians carrying out national duty within their communities.
Earlier, the Chairman of the Senate ad-hoc Committee on Customs and Excise, Senator Francis Ade Fadahunsi MFR, Senator Fadahunsi MFR, who commended the Acting Comptroller General's approach towards improving community relations and pledged that his committee members would continue to maintain a cordial working relationship with the Service, which will pave the way to achieving its target.
The delegation of the committee who attended the meeting were Shuaib Salisu (Ogun Central), Kawu Sumaila (Kano South), Tony Nwoye (Anambra North), Suleiman Sadiq (Kwara North), Abdulaziz Yar’adua (Katsina Central) and Adeola Olamilekan (Ogun Central).

VIN Valuation :Auto Importers Should Inculcate Transparency in Declaration, says Comptroller Yusuf

Comptroller Saidu Abba Yusuf, Customs Area Controller of Ports Terminal Multiservices Limited has  urged importers of vehicles and their agents to imbibe transparency while making declarations for their imported vehicles.

This was contained in a release made available by the Public Relations Officer of the Command, CSC Yakubu Muhammed.

According to the statement, CAC Yusuf reiterated an earlier position held on Vehicle Identification Number (VIN) Valuation process by the Nigeria Customs Service headquarters that the VIN Valuation Process remains fully operational and effective. 

This he did at a stakeholders sensitization meeting held on Wednesday August 29, 2023 at the Command on Vehicle Identification Number (VIN) valuation to dispelled the rumour that the VIN method has been cancelled. 

He added that the trim numbers are critical in identifying distinct versions or tiers within a specific car model. "They delineate varying configurations, features, and levels of equipment associated different models, 

"The trim of vehicles are not same for all kinds while urging declarants to have their transaction values. Some declarants are not being transparent because they go inputing what they think is the lowest base value which necessitates interventions like demand notice and alerts.

They ought to apply invoice and transaction values as a way of promoting transparency and building integrity in the trade process of vehicle clearance," he said. 

Comptroller Yusuf added that Section 24 Nigeria Customs Service Act (NCSA) 2023 provides for advance ruling for stakehokders to submit to the NCS before  a transaction and the ruling will be binding on the service and the importer or agent. This according to the Controller is a unique trade facilitation method provided for by the new law

The CAC who described the meeting as being in line with Customs act law as customs stakeholders partnership can be found in section 29 NCSA 2023, said "meetings like this is meant to rub minds, identify challenges and jointly work out solutions on how best to resolve the challenges. This meeting is in conjunction with WCO and WTO trade facilitation thrusts which encourage consultations."

He reminded the stakeholders that the use of code 846 for clearing of non standard VIN has been further modified to reduce human contact through what he called e-846. This saves time and makes trade easier. 

"I must commend the system because the reduction of human contact is very effective and beneficial to all as it saves time. I personally monitor electronically from my office and can confirm that my officers are implementing it diligently. 

"Where ever you are experiencing delay in the process under my command, please draw my attention to it. My doors are open and will be more open to all of you. The help desk headed by the Command's Public Relations Officer is active and responding to all inquiries online and in real time"  Comptroller Yusuf said.

MACI Condemns Incessant Attacks on Customs Operatives

... Calls for Special Incentives for Patrol Officers

Following the incessant attacks unleashed on the patrol teams of Kebbi and Katsina Area Commands of the Nigeria Customs Service(NCS) which led to the death of two officers of the Command and left one in serious injury, the Media Anti-Corruption Initiative (MACI) has condemned the incidents and called for special incentives to be made available for all patrol officers.

The group, in a statement signed by the Chairman, Board of Trustees (BOT), Captain Adamu Mshelia and the Secretary, Mr. Funso Olojo, the Non- Governmental Organization (NGO), expressed sadness over the spate of the attacks, which came in quick succession, with serious casualties recorded

According to the Statement, the group viewed the incident as one attack too many. 

It partly reads, "We condemn in totality the attacks on Customs operatives who are on their legitimate duties, especially the two attacks that occurred last week in Kebbi State where two officers lost their lives and one operative fatally wounded in Katsina State." 

MACI sent its condolences to the grieving Comptroller General of Customs, Wale Adeniyi, and the entire service as well as the family of the deceased.

"We commiserate with the Customs management and the families of the victims, and pray for an end to such unprovoked attacks .

The NGO observed  that these incessant attacks call for proactive approach from the Federal Government and the Customs management. 

"We call on government to arm the enforcement unit of Customs with sophisticated weapons, especially in these days of militancy in volatile parts of the country. 

"We believe Customs operatives are not only threat to smugglers but to other criminal elements who may want to sneak in firearms or move around unchallenged.

"This calls for tactical planning on the part of the enforcement unit in order to have advantages over their attackers. 

"They must always be on the alert and ensure that they are not few in number.

"Where they are at a checkpoint, some operatives should be in hiding, 100 percent on the alert to respond rapidly to attacks on the officers manning the road.

"Furthermore, we recommend special incentives for these operatives as well as a comprehensive insurance package to serve as motivation for their selfless but dangerous service to their fatherland.

"It is imperative to arm these operatives on the special mission with sophisticated weapons to match the equally deadly arms in the hands of these criminals.

"By this, these officers would not be sitting ducks for the criminals they are meant to haunt down who more often than not, have more sophisticated weapons " the group advised.

The Ag. Comptroller-General of  Customs Bashir Adewale Adeniyi MFR, has pledged commitment to enhance the output of designated export processing terminals.

The Customs Boss made this promise on Monday, 28th August, 2023, at his Office, while receiving the Managing Director of Nigeria Ports Authority (NPA), Muhammad Bello Koko, and his entourage on a courtesy visit.

The Ag. CGC, who spoke on the recent developments at Lilypond, told Mr. Koko that the two organizations need to synergize to streamline the operations of the nation's seaports.

“We need to form a joint team that will engage other Government Agencies to refine the activities of exporting goods through the installation of trackers to avoid delays in the diversion of goods - and I want to assure you that the Management Team of the Nigeria Customs Service will work with you.” Ag. CGC said.


Speaking earlier, the Managing Director of the Nigerian Ports Authority (NPA), Muhammad Bello Koko, congratulated the Ag. CGC, and sought his support to upgrade facilities at the Ikorodu Lighter Terminal and to decongest Lagos ports.

Mr. Koko assured the CGC that once Lagos Ports are decongested, the facilities will attract higher patronage. He also called for synergy among the various Customs Units to enhance speedy passage of cleared consignment at the terminal.

The NPA Boss said, “We thank you so much for supporting the Committee that was set up. Members of this Committee have gone round the country.”

He expressed worries over the congestion at the Port, which, according to him, makes it difficult for the Authority to operate properly.

Nigeria Customs Service Clarifies Misleading Report on Vehicle Identification Number

(VIN) Valuation Process

The Nigeria Customs Service (NCS) has on Monday August 28, 2023, condemned and regarded as misleading a report on the Vehicle Identification Number (VIN) Valuation process which was on the social media recently.

The Service spokesman, CSC Abdullahi Aliyu Maiwada, in a statement made available to Journslists confirmed that a circular about the examination and release of used vehicles has highlighted by the author actually exist, but maintained that the accurate context of the circular was overlooked by the author. 

To him,  "The VIN Valuation Process remains fully operational and effective. The mentioned circular specifically pertains to imported used vehicles equipped with trim numbers. These trim numbers are critical in identifying distinct versions or tiers within a specific car model. They delineate varying configurations, features, and levels of equipment associated with the model. Furthermore, different trim levels offer diverse technological advancements, interior and exterior features, and, occasionally, distinct engine options.  

"For instance, a car model could feature trim levels such as "Base", "Sport", "Luxury", and "Premium. Each of these trim levels might present differing combinations of attributes, such as premium leather seats, advanced infotainment systems, upgraded wheels, and enhanced safety features, among other enhancements. This results in an elevated value for the vehicle compared to the base model.  

"To ensure fairness and accuracy, the NCS mandates that imported used vehicles with trim numbers undergo valuation at the Valuation Seat after a thorough examination. This process aims to establish the vehicle's appropriate and precise Customs value. 

"The NCS urges the general public to dismiss the misleading report and encourages individuals to engage with the various Customs Formations across the nation for any additional clarification or information they may require," he maintained. 

Tin Can Customs Arrests two Suspects in connection with two Containers having Contradicting Bill of Laden

...Seize Frozen Products on False Declaration

Tin Can Island Port Command of the Nigeria Customs Service(NCS) has arrested a freight forwarder, Mr. Boniface Ike and one other Suspect on Tuesday, 22 August 2023 at about 14:00hrs and Wednesday, 23 August 2023 at about 14:00 hours, in Connection with importation of 2X40ft containers which have contradicting Blll of Lading.

Customs Area Controller of the Command, Comptroller Adekunle Oloyede disclosed this at a press briefing held at the Command today stating that contrary to the Bill of Lading tendered by the suspects, physical examination conducted on their containers upon arrival at the enforcement station by Customs Intelligence Operatives,Customs Police, Examination Officers and Enforcement Officers of the Terminal revealed that illicit dangerous drugs (unregistered regulated pharmaceutical products) are what was concealed in the containers.

Comptroller Oloyede explained that the unregistered pharmaceutical products intercepted are regulated products by National Agency for Food and Drug Administration and Control  (NAFDAC) and didn't have the required permits and certificates for importation in which the documents are to ascertain the safety of the products to Nigerians, hence these illicit dangerous drugs were concealed.

After cross examination, it was discovered that the two containers with numbers MRSU592397/0 and MRKU 553432/1, and Bill of Lading number 227578945 and 227898171 respectively, which listed items laden to include one thousand and Sixteen (1,016) and one thousand and twenty one (1,021) packages containing Electrical Goods Ceiling Fan 36 Jewel (Cooper) and Chilly Cutters( Stainless Steel+Plastic) was found to concealed the followings - 

1.Five (5) cartons of Timaking 120 Tapentadol (Tramadol) Hydrochloride Carisoprodol capsule. Each carton contains 50 rolls, each rolls contains 5 packets, each packet 200 tablets.

2. Eighty-Four (84) cartons of Gastro Resistant Omeprazole capsule BP 200mg. Each carton contains 50 packets, each packet contains 10 capsules,

3. Eight Hundred and Seventy-Six (876) cartons of CSMIX cough syrup containing Codeine (each bottle 100ml). Each carton contains 200 bottles.

4. Fifty (50) cartons of Manual Grater Machine - 70 pieces per carton as means of concealment

5. One (1) carton of Ceiling Fan as a means of concealment.

The Second Container  with number MRKU 553432/1, concealed-

i.Ten (10) cartons of Super Royal 225 (Tramadol). Each carton contains 50 rolls, each roll contains 10 packets, each packet 10 tablets

2. One Hundred and five (105) cartons of Omeprazole Capsule BP 200mg. Each carton contains 50 packets, each packet xontains 10 capsules

3. Seven Hundred and fifty four (754) caryons of Barcadin with Codeine (each bottle 100ml). Eaxh carton contains 200 Bottles.

4. Fifty (50) cartons of Manual Grater Machine -70 pieces per carton as means of concealment.

5. One carton of Compo Ceiling Fan as means  of concealment.

One of the suspects (Mr. Boniface Ike) who pleaded guilty and claimed owner of the two trucks 'Shot himself in the leg' by trying to buy off some officers at the enforcement units.

According to the CAC, "Mr Boniface Ike accepted that he owns the two containers but sought to buy his way out by offering gratification of ₦50, 000, 000 (Fifty Million Naira only), an equivalent of $54, 330 at the current exchange rate of ₦920 to OC Enforcement DG GI Aliyu and Team Manager CIU AC H Abubakar for the release of the containers and his freedom.

"With this development, the Officers played along following my instructions and decided to grant his request. The money was collected and kept in safe custody at the enforcement unit. This will be tendered as exhibit. Meanwhile, the suspects, containers and cash exhibit will be handed over to the agencies that are in charge of regulation of such importation as soon as the Service direct and the Service may decide to prosecute them according to the Service Act, Nigeria Customs Service Act 2023."

However in a related development, another routine examination carried out at Tincan Island Container Terminal on Container No. TTNU 804678/9 with declaration lodged on SGD CNo: 70754 of 24/08/2023, revealed that the Container concealed Frozen Poultry Products inside Tangerines.

"The Single Goods Declaration (SGD) other supporting documents (Form M and PAAR) stated Tangerines which as used to conceal the frozen poultry products actually imported. The goods were falsely declared as they are Import Prohibition (Trade), the Container has been seized for the contravention of Section 233 of the Nigeria Customs Service Act (2023)," CAC Oloyede Said.

Following the siezed items, the CAC reiterated that the Command will never be part of a nefarious acts that will jeopardize the safety and lives of the citizens of Nigeria and warned that fraudulent Importers or agents who refused to desist from this nefarious will be prosecuted accordingly.

"The persistent fraudulent nature of Importers and Agents drives us to be more innovative in putting methods and measures to combat smuggling activities, ensure no leakage of revenue to the Government and safety of Nigerians," the Comptroller said.

Nigeria Customs Adopts Standard Operating Procedure (SOP)

 for the Implementation of Advance Ruling

In its bid to promote cooperation and confidence of traders, the Nigeria Customs Service (NCS) has recently established a Standard Operating Procedure (SOP)- the step by step repeatable process needed to perform specific task, for the implementation of Advance Ruling.

Abdullahi Maiwada, Chief Superintendent of Customs, National Public Relations Officer for Comptroller General of Customs, disclosed this in a statement adding that the decision was reached during the 6th Management Meeting of the NCS held on August 23, 2023. 

The basis for this SOP, according to him, is in line with Section 24 sub-sections 1-9 of the new NCS Act, 2023, and Article 3 of the World Trade Organisation (WTO) Trade Facilitation Agreement (TFA). 

Advance Ruling is a concept whereby the Customs Administration provides a written decision upon request from the importer concerning valuation, tariff classification, or origin of goods before they are imported. 



This move by the NCS aligns with the principles outlined in the Revised Kyoto Convention of 2006 and the WTO Trade Facilitation Agreement of 2017. Advance Ruling has been proven as a valuable tool for trade facilitation, benefiting both Customs administration and traders. It enhances predictability and certainty in Customs treatment for goods. This procedure also promotes cooperation and confidence between Customs and traders, following the guidelines set out by the World Customs Organisation Safe Framework of Standards. 

NCS encourages stakeholders to take advantage of this initiative as the application process will be automated and integrated into the Nigeria Customs Service Trade Portal in line with international best practices.

NCS Cadets on Professionalism, Foriegn Languages

Cadets from the Nigeria Customs Service Training College, Ikeja, have been advised to display high level of professionalism as they prepare to be officially integrated into the Nigeria Customs Service. 

The Cadets, who were further urged to be vigilant and acquaint themselves quickly with Customs operations, were received by the Customs Area Controller of Seme Command, Comptroller Dera Nnadi, on a study tour.


"It is important for you as cadets to know your onions by exhibiting a high level of professionalism, vigilance, cooperation, and adaptability in ensuring the integrity of the nation's borders, as well as sharing real-life examples of successful seizures and interceptions from the border by Officers and Men of the Nigeria Customs Services working at the border."

On NCS Facebook page, Dera was reported to have said that the Cadets will be passing out from the Training College in few weeks time, and it is pertinent for them to understand what border management is all about. He said it is a deliberate movement to acquire practical knowledge and understanding of the job.

Dera also emphasised the need to introduce and learn a second language to aid easy communication and collaboration with foreign sister agencies. 

"The emphasis on learning a second foreign language adds a new dimension to your training, ensuring you are equipped to excel in a rapidly evolving global environment.”

The college's Commandant, Deputy Comptroller of Customs Haniel Hadison, who led the Cadets, appreciated their host for further exposure to the intricacies and challenges involved in trade facilitation and maintaining adequate border security.

Reflecting on the experience, the Cadets expressed their gratitude for the opportunity to learn practical knowledge on border activities from Comptroller Nnadi,  acknowledging that the study tour is an insight into Customs practical operations.

NIPR Delegation with the Ag. Customs CG

The Ag. Comptroller-General of the Nigeria Customs Service (NCS), Bashir Adewale Adeniyi MFR, on Wednesday, 23 August 2023, received the Chairman, Governing Council of the Nigerian Institute of Public Relations(NIPR), Mukhtar Sirajo, Members of the Governing Council, Fellows, Chair of State Chapters and other members of the Institute at the Nigeria Customs Service Headquarters, Abuja.

The coutesy visit, according to Mukhtar Sirajo, was to congratulate the Ag. CGC on his appointment by President Bola Ahmed Tinubu GCFR and also to discuss the Institute's readiness for its forthcoming Annual General Meeting(AGM)and elections slated for Thursday, 23rd August 2023.

He said, “As this meeting marks my final act as the President, I feel mandated to congratulate the Nigeria Customs Service for having Bashir Adewale Adeniyi as Ag. Comptroller-General of the Service, I want to tell you that he is an excellent team player."

Muktar appealed to the CGC to deploy patience and humility in his leadership to take the Service to the next level while assuring the audience that the Nigeria Customs Service will be better under his supervision.

He assured the CGC that the Nigeria Institute of Public Relations will not relent in supporting him in all ramifications to succeed.

In response, the Ag. Comptroller-General of Customs, Bashir Adewale Adeniyi MFR, who is a Fellow of the Nigerian Institute of Public Relations, and also the Vice President of the institute, expressed appreciation for their presence at Customs Headquarters, assured continous support for the institute, and anticipated for a successful AGM, election and transition process.

“Now that you are in Abuja for this AGM and elections, I want to implore all of us to maintain our good relationships even after the election, irrespective of the outcome of the election.” He said.

Constitue Setback for Nigeria Female Seafarers- Research

Women are feminine gender that always shouldered series of responsibilities with greater success. There is no field where they've not shown their worth. Their economic empowerment have always increase productivity, economic diversification and also leads to positive development outcomes of a country.

Their involvement in different trade, seafaring trade especially has been a welcome development with a growing phenomenon but are restricted by many challenges.

Being a conventionally man's world, seafaring is a profession some women feared to take up as a profession. However, the courageous ones are being restricted  by many challenges which includes sexual harrassment, job denials, anxiety, isolation, loneliness, gender inequality. These among others have made some female seafarers to feel at some time in their period that they've made biggest mistake of choosing a career at sea.

These problems have been a global trending issue with Nigeria not left out and it has reduced the participation of women in the industry.

At this year's International Women's Day, the International Maritime Organisation(IMO) confirmed that there is still gender imbalance in Maritime Industry, as women still only represent a tiny fraction of the global seafarer workforce. A number that looks a little bleak.

It estimated that there are 1.2 million seafarers across the world with Women making up 34% of the shore-based workforce in shipowning companies; Women account for 29% of the overall workforce in the general industry; account for 20% of the workforce of national maritime authorities in IMO Member States; Female staff in search and rescue teams in national maritime authorities account for only 10% of the workforce; Women seafarers make up just 2% of the crewing workforce which is predominantly in the cruise industry

However, just 1.28% of Standards of Training, Certification and Watchkeeping for Seafarers (STCW) certified seafarers across the globe are women. A percentage that is daunting.

The president of Female Seafarers Association of Nigeria(FESAN), Mrs Koni Duniya also confimed presence of gender inequality and unemployment problem faced by female seafarers in Nigeria.

Speaking as a facilitator at the Maritime Writes Project organised by Ezinne Azunna in Lagos recently, FESAN President, Mrs Koni Duniya disclosed that there is higher patronage of men than their female counterparts in most female dominated work. 

In her paper titled "Pushing for Equity& Justice: The Story of Female Seafarers in Nigeria", Mrs Koni noted that Female participation in Nigeria has not being encouraging.

A situation where most vessel owners tell you that their vessel specification does not encourage female participation in seafaring, which means that they don’t have ships that allows one cabin to one woman. In this situation, Isolation set in for the female involved because they will want to have four to five seafarers onboard using one cabin and the female involved will not want to stay in the midst of the male seafarers".

To her, "Unemployment issue is the problem we are currently facing in Nigeria. We have enough female seafarers who have Certificate of Competency, but most of them are jobless. But, if many female seafarers are thriving and are gainfully employed, the profession will become attractive to young female students who aspire to work on ships.

Further Research also revealed that most Nigerian female seafarers are faced with the issue of Sea Time(all the time spent working on a ship at sea that is actively sailing for cargo transportation and is not the complete amount of time a Seafarer spends at sea which also at the port). The SeaTime is a document provided by the department head (chief engineer and ship captain) to the seafarer, endorsing that the seafarer has sailed on the ship for a particular period of time. Close to 50 Nigerian female seafarers falls victim of this and this called for urgent intervention of the appropriate Authorities in the sector to deploy efficient redressal mechanism.

Strong and efficient redressal mechanism is highly required to resolve the issues of women seafarers. Efforts should be taken to eliminate the social stigma attached to women seafarers in Nigeria.

It has been a ray of hope seeing feminine gender aspiring for a career in the maritime sector, and government intervention is needed, knowing fully well that investing in women is the most effective way to lift communities, companies, and countries. Nations with more gender equality have better economic growth.

Just as International Maritime Organisation (IMO) supports gender equality and the empowerment of women through gender specific fellowships by facilitating access to high-level technical training for women in the maritime sector in developing countries; creating the environment in which women are identified and selected for career development opportunities in maritime administrations, ports and maritime training institutes; facilitating the establishment of professional women in maritime associations, particularly in developing countries, relevant authorities in Nigeria's maritime sector need as a matter of urgency to put into consideration Nigerian Female Seafarers who have Certificate of Competency and are strongly qualified.

The Media Anti-Corruption Initiative (MACI), a Non-Governmental organization has praised the Acting Comptroller General of Nigeria Customs Service (NCS), Bashir Adewale ADENIYI, MFR, for his pragmatic leadership style since he took over the reins of leadership of the service.

MACI, a media coalition against corruption in government institution, said it has confidence in the new Customs boss as a career officer who rose through the ranks and will of no doubt pursue excellence and set a new benchmark for the Service.

In a statement jointly signed by the chairman, Board of Directors (BOT), Captain Adamu Mshelia and Funso Olojo, the Secretary General, of the group, the NGO said it was excited by the dynamic and pragmatic leadership style of the new CGC.

The statement partly reads that, "MACI is impressed by the unique leadership style of the new CGC which has so far brought a spark into the operations of the customs.

"We  are in full support of the new CGC's plan to reduce checkpoints along our borders as well as the seaports.

"He is highly lauded for this and MACI also gives him thumbs up for the scrapping of the CGC Strike Force.

"This is a step in the right direction which will terminate duplication of duty payment, reduce corruption and facilitate trade.

"We want to assure the CGC that we are in the same page with him on the steps he has taken so far.

"We also commend his mobility and promptness in paying working visits to the commands under him to see personally the operational activities of the officers and men instead of relying on third party briefings.

"We know that as a youthful and highly mobile officer, his excellent performance is not in doubt.

"While we continue to watch him as he moves on in managing the Service, we enjoined him to adopt ideas that will reduce cargo clearance time at the ports and make Customs operations seamless in order to facilitate trade and boost the economy " the group admonished.

The group however pledges its support and collaboration for the success of the CGC

In its unwavering efforts to refine the work efficiency of the Officers and Men of the Nigeria Customs Service through training and re-training, the Nigeria Customs Command and Staff College, on Friday August 18, 2023 has attained another breakthrough, after the college graduates 50 Officers of Junior Course 16.
The graduation ceremony, which took place at the College's famous Conference Theater, Ahmed Makarfi Hall, Gwagwalada Abuja, was graced by the Acting Comptroller-General of the Nigeria Customs Service, Ag. CGC Bashir Adewale Adeniyi MFR, as the Special Guest of Honour.
Addressing the graduands, the Ag. CGC felicitated and expressed his commitment towards enhancing the professionalism of Customs Officers through training and capacity building.
He said, “I congratulate you for attaining this level of finishing your course, having shown your commitment and competence in dealing with Customs rules.
“I hereby urge you to make good use of what you have been taught and continue to be good ambassadors of the Service as you leave this college.”
He urged them to maintain good relationships with members of their host communities while contributing to revenue generation and enhancing border security.
The Customs Chief, while revealing some glad tidings to the Directing Staff, also assured the graduands to take the knowledge and skills they gained in the college with high esteem.
However, the Commandant of the College, ACG Kingsley Chukwu Egwu, in his earlier address tasked the graduands on adding value and impacting their acquired experience in the course of their training at the college in suppressing smuggling, generating revenue and facilitating legitimate trade in the country.
His words, "It is with great honour and privilege to be part of this graduation ceremony of Junior Course 16, 2023. It is without a doubt that you have spent three months having rigorous training. I congratulate you for your tenacity and commitment, which has led us to today’s occasion.”
“I want to urge you, the graduands, to build up your competence and capacity in discharging your official duty as trained Customs officers, having undergone this training at the college. I do not doubt that you are now well equipped and ready to serve the Nigeria Customs Service well.” ACG Kingsley said.
The Occasion was graced with the presentation of Certificates and Awards to outstanding student. Some of the courses taken by the officers wuile in college includes-service writing, public speaking, time management among others.
However, the College had earlier organised a regimental pre-graduation dinner for the students on Wednesday, where the Deputy Comptroller-General of Customs in charge of Strategic, Research and Policy, DCG Al-Bashir Hamisu, represented the Ag. CGC as the Special Guest of Honour.
Addressing the students during the feast, the Ag. CGC told them, “I have no doubts in my mind that considering the quality of training you have received, you all will be good ambassadors of the College and the Service at large – and I wish to implore you to exhibit your competence to your subordinates when you go back to your places of work.”
Junior Course is one of the Service's tenets aimed at acquainting the organisation's operatives with productive policies and ethics of Customs work for three months in the College.

SIFAX Logistics Expands Fleet Size

with 13 New Trucks to boost Operations

In a bid to meet the evolving freight market demands and also boost operations, SIFAX Logistics Company Limited, the haulage subsidiary of SIFAX Group, has expanded its truck fleet size to 114 with the acquisition of 13 brand new trucks.

The new trucks, which are 33 tons 6x4 MAN Diesel vehicles with 400 horsepower, are expected to boost the company's operations by increasing its market share and competitiveness in long distance and inter-state deliveries.
Muyiwa Akande, Group Head, Corporate Communications of the Company made this known in a statement made available to Journslists, yesterday. 

In the statement, Adewale Adetayo, General Manager, SIFAX Logistics Company Limited, noted that the truck additions became necessary due to the upsurge in demand for the company’s haulage services across the country.
To him, "Management concluded plan to unveil these new trucks in order for the Company to maintain it's market dominance and expansion to various new routes within the country. 
"Our target is to expand rapidly and we have mapped out a strategic plan to acquire 200 new trucks before the end of the 2024 business year. This will be done in phases and we have started with 13 for now. We hope to buy another 20 in the next phase of our acquisition plan, ”he said. 
On why the company settled for MAN Diesel Brand, a German Product, Adetayo explained that the vehicles have a high rating features that meet the evolving freight market demands. 
"Its features are high rating in the logistics ecosystem, durability, load-bearing capability, driving stability and adaptability," he stated. 
Dr. Taiwo Afolabi, Chairman, SIFAX Group, in the statement noted that the company has always braved the odds to invest more in the Nigerian economy during downtimes.
"We are aware that many businesses are not favourably disposed to investing at this moment due to the prevailing economic reality. But the reality is that some economic activities like production and movement of goods always demand for haulage services even in challenging times. We are scaling up through the acquisition of these trucks because of the huge potential in the industry.
“The economic outlook of the country is looking bright and we know that once the economy bounce back, we would reap the rewards of our investments. Many Clients, both existing and potential ones have continue to reach out to us due to the credibility and efficiency we have achieved over the years. To meet these agreements, we need a larger fleet”, he noted.

Trans- Border Trade: Ag. CGC Synergies with Borno State Government to Re-establish Trade in North East

In a bid to improve trade activities in the Northeastern part of Nigeria, the Acting Comptroller-General of Customs Service,  Bashir Adewale Adeniyi MFR, has expressed readiness to adopt measures will boost the region's economy and provide jobs for the people in the state. 

The Ag. CGC made this known on Thursday, 17th August 2023, while receiving the Governor of Borno State, Professor Babagana Umara Zulum, who was on a courtesy visit to Customs Headquarters in Abuja.

CGC Bashir, appreciated the long-time relationship between the Service and Borno State Government in border security and humanitarian services, and affirmed his readiness to support victims of terrorism in the state.

Speaking on enhancing community relations, he said, “Moving forward, we will need your support to engage members of the border communities in Borno, especially as the insurgency has been degraded. We will build on the good relationship that we have, leverage on it to re-establish a good relationship with Cameroon and, of course, the Southern part of Chad.”

The Ag. Comptroller-General assured Governor Zulum of his administration's commitment to engage the Military to develop new measures to assist in re-establishing the full structure of cross-border trade in the area.

Earlier, the Borno State Governor, Professor Babagana Umara Zulum, congratulated CGC Bashir Adewale Adeniyi MFR on his appointment as Comptroller-General of the Service.

“Let me, first and foremost, congratulate you on your appointment as the Comptroller-General of Customs; this vital organisation in this Country, and I want to also commend the Nigeria Customs Service for uplifting the standard of living to the displaced communities in Borno and other parts of Northeastern region,” said Governor Zulum.

He applauded the Service's good gesture of distributing food and non-food items to the displaced persons in the state, which according to him, is alleviating the hardship of the victims of the Boko Haram insurgency.

He said, “I am here once again to solicit your support to continue distributing food and non-food items to the vulnerable people in Borno state.” 

The Governor, who expressed interest in liaising with the Service to promote transborder trade in the Northeast, particularly in Borno State, solicited the cooperation of the Service.

“As peace gradually returned to Borno State, I want to express my readiness to work with the Nigeria Customs Service to enhance transportation of goods between Nigerian borders with Cameroon, Chad and Niger,” he said.

The President of the Federal Republic of Nigeria, Asiwaju Bola Ahmed Tinubu, GCFR, has successfully seperated the maritime sector from the Ministry of Transportation by creating Ministry of Marine and Economy, appointed Hon. Olubunmi Tunji Ojo as the minister of the sector.

This information was obtained in the list of portfolios assigned to the newly appointed ministers depicting former Governor of Osun State, Adegboyega Oyetola as the newly appointed Minister of Transportation.

Born on May Ist, 1982, at Oyin Akoko, Akoko North West Local Government Area of Ondo State, also an indigene of Okeagbe in Ondo State, Minister of Marine and Economy, Hon. Olubunmi Tunji Ojo was a graduate of the University of North London University (now London Metropolitan University). Before reaching the age of 24, he earned certifications in eighteen professional qualifications.

He became the Chief Executive Officer of a leading indigenous consulting company in Nigeria, Matrix IT Solutions Limited, at the age of 24.

Prior to his appointment, he had his first elective position in 1998 when he campaigned and won election as the first elected Senior Prefect of the Federal University of Technology (FUTA) Staff Secondary School, Akure, Ondo State.

A management Consultant with about two decades of public and private sector experience consulting for the Ministry of Petroleum Resources, the Nigerian National Petroleum Corporation (NNPC), the Petroleum Technology Development Fund (PTDF), the Nigerian Content Development and Monitoring Board (NCDMB}, the Petroleum Equalisation Fund (PEF) Management Board, the Nigeria Gas Company (NGC), the National Petroleum Investment and Management Services (NAPIMS) the Nigerian Petroleum Development Company (NPDC) and the World Bank, among others.

 Customs Suspends $3.2bn Modernization Project Over Litigation

The Nigeria Customs Service(NCS) has suspended the $3.2 billion Cudtoms Modernization Project (e-Customs) earlier approved by the administratiin of ex-President Muhammed Buhari, Over lingering litigations.

Acting Customs Comptroller General of the Service, Bashir Adewale Adeniyu, MFR, announced this on Wednesday while fielding questions with reporters at the Federal Operations Units (FOU), Ikeja, Lagos adding that the service will be partnering with the World Customs Organisation (WCO) to deploy Geospatial Intelligence at the nation’s borders.

The acting Comptroller General noted that due to the lingering court cases of the $3.2bn e-Customs Project, he has not been talking much about it since he took over the reins of leadership of the service.

According to him, "Currently, we are at a stage where the matter is in court, and that’s why I have not been talking so much about the $3.2 billion Customs Modernisation project. However, beyond the modernisation project, there are a number of things that we can do on our own. We have been getting very firm assurance from the WCO and other partners to assist us. 

"What we are developing through Geospatial Intelligence is with the assistance of the WCO.”

“We are also building the capacity of our officers locally and domestically, exposing them to the kind of training that will allow them to learn best practices on how we can integrate elements of technology into our operations,” he stated.

The acting Comptroller General who was at Ikeja Command to announce and inspect the interception of 299 cartons of codeine syrup worth N100 million and interception of 7 trucks laden with foreign parboiled rice smuggled into the country from Benin Republic, also hints that due to inadequate space at the Command's warehouse, the entire operations of the Command will be moved to a new site in 30 months time. 


"We have acquired a place to transfer all siezed vehicles. Its going to be a one of location, there is no more space here  again and when we leave Ikeja Zone, we are going to make a better usage of this warehouse to avoid creating nuisance that all these lorries have caused. The new site project have started and in 30 months time, we will move the entire operations from here to new locations. I will use this opportunity to encourage the officers to continue their diligent discharge of duty because management is taking judicial notice of their diligence. Their sacrifice wiill not go unnotice," he stated.

However, on the seuzures made by the Command, the acting Comptroller General stressed that the Service will continue to be dedicated to combating smuggling of illicit, regulated drugs and contrabands from neighboring West African countries.

He said, "As part of our unwavering commitment to safeguarding our society and protecting the well-being of our citizens, the NCS has once again demonstrated its dedication to eradicating the menace of drug trafficking. Last week officers of the Federal Operating Unit Zone A, acting on credible intelligence, flagged down a DAF truck close to Ijebu-Ode Junction. An examination of the truck revealed the concealment of 299 cartons of codeine syrup along Lagos/Ibadan Expressway.

"NCS is yet again drawing national attention to the danger posed by unrestricted access to the use of dangerous drugs. Codeine syrup is designated as a controlled item due to its rampant abuse by our delinquent youth. The misuse and illicit distribution of codeine-containing medications have given rise to grave security and public health concerns, contributing to a surge in addiction, adverse health effects, and societal challenges.”

“In response, regulatory measures have been implemented to curb its availability and unrestricted access. This underscores the importance of addressing this issue as part of broader efforts to safeguard public health and well-being.”

“On our part we will continue to partner with the NDLEA and other relevant government agencies to curb the spread of the menace and protect the future generations of Nigerians.”

Speaking further, “smugglers of rice and premium motor spirit continue to test our will to put them out of business. Smuggling of rice compromises our revenue and sabotages our food security. Despite the biting effects of fuel subsidy removal on our economy, smugglers still attempt to smuggle PMS across the border.

“They met their waterloo in different operations conducted by NCS officers of NCS. The following seizures of both items were recorded, a total of 4, 252 bags of 50kg foreign parboiled rice at Dangote/Imashayi Ogun State, Saki Axis Oyo State, Owode/Ado Odo in Ogun state, Idiroko/Ohumbe Ogun State, Okoko Mile 2 Axis, Lagos State and Ado-Ekiti in Ekiti State.

"Similarly, 5,600 litres of premium motor spirit were intercepted and seized when smugglers attempted to take out these strategic resources through the Oja-odan axis in Ogun State. Other items seized in the last 2 weeks include, 291 Bales of Second-hand Clothing; 57 Sacks and 4 Jumbo Sacks of Used Shoes; 486 cartons of foreign frozen poultry products; 190 Pieces of Rugs; 5 Units of Vehicles and 170 pieces of used tyres.

"These seizures are a fallout of our uncompromising position to strictly enforce the law and protect the lives of our people. The codeine syrup, which is reportedly being abused by mostly young persons in society, is associated with addiction and, in the long-term, results in anxiety, depression, memory loss, and damage to the liver, kidneys and brain. It is pertinent to note that the damaging effects of drugs have led to preventable deaths for consumers taking them outside doctors’ prescriptions.”

In view of the seizures made so far by all commands and to enhance more successful operations across borders, the acting Comptroller General maintained that the Service will integrate Corporate Social Responsibilty(CSR) Plan and positively relate with members of the communities where the Service Operates.

“We are also building the capacity of our officers locally and training institutions within and exposing them to those kind of training programmes to integrate the elements of technology into our operations,” the CGC explained.

COSCO Shipping Unveils High Class Multipurpose Ship 'GREEN KOTKA'

COSCO Shipping Special Carriers has increased its fleet with the successful delivery of a General Multi-Purpose ice-class ship “GREEN KOTKA', a vessel that represents the second vessel in a series crafted by Dalian COSCO KHI Ship Engineering Co., Ltd.

 This remarkable series of ships was categorised among the world’s largest ice-class multi-purpose ships built in China. The first ship in this series, the “GREEN KEMI,” was delivered in July 2023.

The newly introduced addition, the “GREEN KOTKA,” stretches out to a length of 226.8 meters and spans 19.3 meters in width. With a design speed of 14.8 knots, it holds a remarkable cargo capacity of 68,000 tons and can operate on Methanol. The ship can navigate through waters with ice layers of up to 80 centimeters in thickness, a feature specifically designed for effective polar region operation. This vessel is up to the specifications denoted by the CCS B1 ice area symbol and has a category C polar certificate.

Notably, the ship’s deck is equipped with four single-unit cranes capable of accommodating diverse loading and unloading demands. These versatile cranes are fully prepared to handle a wide range of cargo, from heavy-duty, large-scale machinery to substantial quantities of pulp and varying cargo sizes such as wind power equipment and locomotives.

The ship features a “One to One” temperature detection and early warning system. This cutting-edge system has been meticulously crafted to ensure the secure transportation of energy-related equipment on board. Additionally, the vessel has advanced methanol-related fuel systems and holds the Methanol Dual-Fuel AIP (Approval in Principle) certificate.

The GREEN KOTKA is set to sail to Victoria Harbor after being loaded with cargo.

Majestic Rig Incident: NIMASA Dispatches Search and Rescue Team

In line with the mandate of the Nigerian Maritime Administration and Safety Agency, (NIMASA)which includes safe shipping and cleaner oceans, a team comprising of Search and Rescue and marine accident investigation officers have been dispatched to the scene of the incident involving the Majestic Rig belonging to Depthwize Nigeria Limited, which capsized at Ovhor in Warri, Delta State.

 A statement made available to reporters by the Assistant Director, Public Relations of NIMASA, Osagie Edward, read that initial findings has confirmed that the ill-fated Rig was Panama Flagged and has been operating on Nigerian waters since 2016 without requisite approvals from the Agency.

The ABS Classed inland Water Drilling 232 feet-long Barge, with a rated drilling depth of 30,000 feet collapsed where it was being towed from N04, 30:34 / E00543:57 enroute Ovhor 21 that belongs to SEPLAT Oil field in Delta State.

NIMASA has initiated contact with the Clean Nigerian Associate, a conglomerate of all International Oil Companies (IOCs) responsible for the cleaning of Tier 2 oil spill, to establish the level of spillage at the scene of the incident.

"In addition, the Agency is in communication with officials of SEPLAT Energy Limited chatterers of the ill-fated Rig who are expected to officially report the incidence within 24 hours in line with the provisions of the Merchant Shipping Act 2007," the statement reads.

Skyway Aviation Handling Company (SAHCO) Plc has won the Aviacargo Export Handler of the year in Nigeria. 

This award was presented to SAHCO at the Chinet Aviation and Cargo Conference at the Lagos Marriott Hotel, Ikeja. 

Speaking during the award presentation, the Organiser of the Conference, Ikechi Uko applauded SAHCO for their immense contribution to the growth of the Aviation and Cargo industry especially in the Agro-export sector.

The annual two-day event which was the 3rd edition of the Chinet Aviacargo conference was attended by delegates from both the international and local aviation community and was geared towards discussing the challenges of the Nigerian agro-cargo industry and the solutions.

At the event, the Managing Director/ CEO of SAHCO, Mr. Basil Agboarumi , who was represented by the Head, Corporate Communications, Mrs. Adetola Vanessa Uansohia, was presented with the Aviacargo Champion award for 2023, due to his continuous support to ensuring that the Aviation Cargo industry thrives despite all odds. 

Agboarumi expressed his gratitude and said he is humbled and genuinely surprised at the award. He went on to say that the aviation industry can only thrive through the joint effort of all stakeholders and if everyone contributes their quota the sky would be the starting point for the aviation industry especially the agro-export industry in Nigeria.

Oyo Customs Generates ₦43.6bn Revenue, Seize 156 goods Worth ₦250.9m DPV in Seven Months

 Ag. CGC Visits Oyo/Osun Customs, Urges Officers to take Up Responsibilities of their Health Status

Ag. Comptroller General of Nigeria Customs Service(NCS), CGC Bashir Adewale Adeniyi, MFR, has urged Officers of the Oyo/Osun Area Command  to take up responsibilities of their health and seek financial assistance when the need arises as their health comes first in anything they engaged in.

The CGC made this call on Monday, while addressing Customs Officers during his familiarization visit to the command, urging them to brace up on their health and sought for financial assistance whenever the need arises. 


He expressed dissatisfaction on the report received on lackadaisical attitudes of some officers towards their health status especially in area of seeking financial assistance and further advise them to adopt positive attitude regarding the issue.

Speaking on the weapons at the officers disposal, the CGC orders them to restrain from careless use of Guns but make it a last resort especially for self defence.

"Let us be cautious of the use of weapons at our disposal. We need to extremely restrain from the careless use of it. It should be for self defense on last resort. There is need to understand how to deploy new strategies to curb the myraids of crime. You should avoid using the weapons anyhow," he said.

CGC Adewale however commended newly promoted officers, charged them on continous diligent in the discharge of their duties and also enjoined other officers who are yet to sit for their promotion exams to brace up and take up responsibilities to fit in for the feat.

Meanwhile, Customs Area Controller of the Command, Comptroller Babajide Jaiyeoba, on his part, expressed delight over the Ag. CGC visit and regarded it as a significant occasion which symbolized unwavering support of the CGC for the command.

According to him,  "The CGC's visit to the Command was first of its kind in the last 15years. There is no record of any CGC' s visit in the last 15 years to the command. The Ag. CGC has laid a new benchmark for the entire command and we are ready to work diligently to support the principle of transparency, integrity and professionalism brought forward by the CGC".

Comptroller Jaiyeoba further declared the revenue generated by the command stating that it recorded Forty Three Billion, Five Hundred and Fifty Nine Million, Six Hundred and Sixty Six Thousand, Four Hundred and Thirty two Naira, Seventy Eight kobo (43,559,666,432.78k) between January and July 2023. A 14.7% short of revenue target in 2023 and an 18% increase from the revenue generated in the same period under review in 2022.

He attributed the 14.7% shortage in the 2023 first half year revenue target to change in fiscal policy, cashless policy of government which had negatively affected manufactuting companies and hitherto could not pawheny duties as at  due.


The Command also recorded 156 seizures of various goods worth Duty Paid Value (DPV) ₦250,934,959.00, between January and July 2023.

According to him, "the enforcement duties carried out by the Command to strategically curb all forms of smuggling activities that might arise from Nigerian border with Republic of Benin has led to the seizures of 156 various goods worth Duty Paid Value(DPV) of ₦250,934,959 between January and July.

Relationship with Border Communities

CAC Jaiyeoba said the command maintained a healthy relationship with host border communities especially with traditional rulers who partners with the command to fight the menace of smuggling by enlightening and discouraging their subjects engaging in smuggling activities. 

This partnership, he said has resulted in the donation of 4.338 acres of land around Sharki; 2.429 size of land at Idiakpa, Ishi Area of Oyo state and 4 acres of land at Odo water side. Also 4274.2sqm along Eruwa. "We are currently working on securing title document of the land and when we get it,  it will be used for schools and barracks," he disclosed.

Stressing the challenges encountered by the Command, Comptroller Jaiyeoba highlighted changing of operating environment, insufficient manpower, lack of adequate resources among others as shortcomings of the Area Command.

His words, "It is worthy to note that the challenges experienced by the area command towards performing its duties can be likened to- Changing of operating environment following the growth in international trade and travels; Increase in volume of trade and travels. This has actually reform the way people do their services/ businesses. We find it difficult to sepeare legitimate trade growth from illicit ones; Inadequate Operational vehicles; Insufficient manpower- we had to merge with the soldiers at the Nigetia Airport to carry out our duties due to lack of officers; We also experience lack of adequate resources."

Inspite of the shortcomings highlighted, the Command's Area Controller maintained that the Ag CGC's guidance, wealth of knowledge, strategic insight and vast experience will definitely serve as a guiding light and help the Command steer towards achieving its set goals of a full service delivery through facilitation of legitimate trade without compromising national security and revenue of the nation.

"Oyo/Osun area Command of the Service covers an expansive land area comprising 36 Local Government in Oyo State and 30 Local Government in Osun State and also border the Republic of Benin. It covers a landscape of 37,705 square km. It is imporrant to note that the command is both revenue and enforcement oriented. It collect revenue from excise factories through excise duties and import duties, compounded warehouses and terminals, and also parcel post with our area of responsibilities. There are 100 warehouses, 2 parcel posts at Ifeand Oshogbo," he added

Similarly, the Ag. Comptroller General of Customs also called for a strategic partnership between Customs and the Oyo state government in the fight against smuggling when he visited the Deputy Governor of Oyo State, His Excellency Adebayo Lawal.

He said, "It is important for us to call on the state government to partner with us in this fight against smuggling, particularly around the border areas.

"We believe that the time has come for us to work closely with each other, strengthen our partnership, and understand ourselves better so that we will know that we are working towards a shared goal of national development and security."

In response, the Deputy Governor urged officers to exercise discretion while chasing smugglers and pay more attention to criminals who import arms and ammunition. 

"More attention must be paid to criminals who import arms and ammunition. If you're able to catch criminals attempting to import arms and ammunition into the country for illegal purposes, that will save more lives", he said.

Similarly, to foster Customs Community relationship, the Ag. CGC visited the palace of His Royal Majesty, Oba Moshood Olalekan Balogun, the Olubadan of Ibadan, to pay homage and seek his continued support in the discharge of NCS mandates.
